Frank B. Testa

Frank B. Testa is a Partner at Mamo TCV Advocates.  He graduated Doctor of Laws from the University of Malta in 2004, and was called to the Bar in January, 2005. After a couple of years of practice in the financial services industry in the City of London, he returned to Malta concentrate on civil and commercial litigation. In January 2012, he became a partner at Simon Tortell & Associates, until it merged with Mamo TCV in July 2016.

Frank’s main areas of practice include dispute resolution concerning corporate, commercial and real estate matters as well as related transactional work. He has been advising various local and international companies as well as government entities in those fields. Frank has also worked extensively in the regulatory area of hospitality law.

Act X of 2025 which came into force on 16 May 2025 introduced amendments to the Company Service Providers Act (Chap. 525 of the law of Malta). The amendments are intended to further refine the provision of directorship and company secretary services and therefore impact mainly the Class B Company Service Provider (CSP) Category.
